Sang-hyeon goes to the deceased man's family with the son and briefcase. The family asks Sang-hyeon to take the son Jae-yeong to his mother in Donghae, South Korea. Sang-hyeon is a gambling addict and because of this is in heavy debt. The family offers to pay Sang-hyeon a large amount of money if he would take the son. Sang-hyeon already dreams of stopping at a casino in nearby Jeongseon after delivering the boy.

When Tora-san returns to visit his family, he is surprised to find an arrogant professor occupying his room. The professor and Tora-san become rivals for the affection of Chiyo.

The staff at the bureau of values may be the greatest bureaucrats in the world, but they have the most colourful dreams, not to mention their nightmare Rosie, is like a breath of fresh air when she comes into the office just before closing-time, raising everybody’s spirits. Live action and animation combined in a comedy.
